Guido Maccari:

Guido Maccari offers unsurpassed experience in the direction, management and implementation of ICT systems and services. Throughout his professional career - in the computer manufacturing, distribution services, international organizations and public banking sectors - Guido has matured strong skills in the development of innovative strategies that bring people, processes and systems together, to add value to core business.

During 2006-2008, Guido has helped the United Nations management formulate a new, client-focused strategy to transform its resource management systems and provide improved support to substantive programs, chiefly the peace-keeping operations worldwide. Guido also provides senior expert advice to major institutions – the OECD, the European Space Agency, the Council of Europe, the Italian Statistical Office and the Bank of Italy. Of special relevance, Guido has assisted the Bank of Italy in the review of ICT systems and to reform its ICT Services, nation-wide.

For more than 10 years before 2007, Guido has directed the ICT Services of the OECD, an Organization of 2,500 staff headquartered in Paris. The OECD supports a massive intergovernmental policy review effort involving the annual participation of 60,000 government delegates from more than 100 countries, to more than 3,000 committee meetings. As Director of ICT Services, Guido has directed the development, implementation and support of computing/networking systems and services for the Organization. Under his leadership, both nature and quality of ICT in the OECD have been substantially improved. Guido has brought more value at lower cost, establishing a sharp focus on service and business and introducing major innovations in support of substantive work and resource management.

Guido excels in motivating his staff, engaging in constructive dialog with a diverse clientele, including government officials from different countries, and in introducing change. Working with clients and through clients, Guido’s teams have successfully developed innovative systems to help analysts and economists author and manage together their outputs. Among the many achievements, Guido has helped modernize the computer systems for OECD Statistics – one of the Organization’s most reputed outputs. He has introduced modern network services for government officials to stay abreast of OECD work, facilitate their ongoing contribution to policy review, keep in touch with other governments peers, and stay connected to the Organization at all time. On the management side, Guido has been an early adopter of mobile and multimedia facilities, of collaborative tools, and of commercial ERPs – to process and manage financial records, budgets, payroll, personnel, accounting, etc..

Before joining the OECD as Deputy Director in 1988, Guido worked for fifteen years with the United Nations: initially as Information Systems Analyst in New York, then as Head of Data Processing in the Geneva offices, and lastly as Counselor to the corporate Head of Information Systems. During his UN tenure, Guido has developed an innovative budget management system and assisted the staff concerned with planning and budget transform their processes and methodology. This system is still used today in its basic architecture. Guido has introduced word processing in the Geneva Office (1980) – there too managing major changes in the ways documents were produced and managed; has established a computing centre in the Geneva offices (1981) and a dedicated network for the first (historical) deployment of electronic mail between the New York, Geneva and Vienna offices (1983). Guido further developed an interagency system (in 1985) for the electronic exchange and dissemination of standard administrative rates in the UN System; created the first electronic network (1986) for the UN Information Centers around the world; launched a full-fledge review of automation in Treasury (1987); and took part in the reform of administrative and management systems.

Prior to the United Nations, Mr. Maccari held professional ICT positions in Rome, Milan, Frankfurt, Amsterdam and Philadelphia - with the largest Italian Department Store, with the international FAO and with a major US Computer Manufacturer.

Guido speaks fluently English and French, in addition to Italian (mother tongue), German and some Spanish. He possesses strong inter-personal and inter-organization coordination skills. While in Geneva in the early 80s, he helped create and manage a UN inter-agency consultative group on ICT matters (UN/ACCIS). For several years, Guido has chaired the Group of ICT Experts of the Council of Europe, and in 2006 the Oracle ERP Users Group of (24) international organizations. Guido has also chaired several Committees: for the recruitment of ICT professionals in the Italian Foreign Service and Statistical Office. Last but not least, Guido has made presentations in numerous conferences – with the DiploFoundation of the Malta University (in Malta and Geneva), with Vignette (US), Microsoft (US), the Geneva Group of major UN Member States (Geneva), etc.
